Why are starter ukuleles more expensive than starter guitars?

When I go on ebay or google, ukes are more expensive($50), even though they're smaller and more lightweight. Is it because the guitar($20) is more poular, or the uke needs more attention or what? Does anyone have a starter ukulele(: i'll pay shipping!
