350 ENGINE NO OIL UP TO THE ROCKERS?

I BUILT A 350 ENGINE AND CANT SEEM TO GET OIL UP TO THE ROCKER ARMS,WHEN I PRE-LUBE THE ENGINE WITH A DRILL.I PUT A OIL PRESSURE GAUGE ON THE BACK OF ENGINE AND I GET 60 PSI AND ABOUT 30 PSI IN THE FRONT OIL GALLEY PLUG.I DIDNT SOAK MY LIFTERS IN OIL,BECAUSE
